Steve Arnott est chargé d'enquêter sur la mort d'un policier, tué par erreur par l'un de ses collègues lors d'une opération terroriste...Il est alors transféré dans la brigade AC12 dirigée par Ted Hastings. Cette unité s'occupe des affaires de corruption qui affectent l'image de la police auprès des concitoyens.
